Only NBFC's * Private Banks can solve your problem bcoz case to case they take calls why NBFC Banks they are more agrressive in the curent, may be they wil charge 1 or 2 % high from lowest rate but possible. Atleast you should have alternative any good credit history from your past records like Credit card, 2 wheeler loan ,any cosumer loan repaid to take call on your case. Some private banks take additional guarontors for the same reasons or will not give max LCR & LTV. There are two things you will have to do to remedy your case
1) Your CIBIL score would have already been downgraded as you had some cheque bounces. This score will affect your ability to get a loan at a good rate from other banks as well. You can request Citifinancial to issue you a letter saying that your repayments have since been ontime and complete and submit a copy to CIBIl for them to upgrade your score.
2) When you apply for a loan from other companies again produce the same letter to say prove to them them you have not defaulted on payment. This will remove the suscpicions raised by checque bounce entries in your bank statement
However your credit rating will have a life long negative remark in your CIBIL score and that is why it is so important not to bounce a single cheque when you are on an EMI plan. A low score will result in you being not eligible to get a loan from another bank at a lower rate of interest and in some cases your application will get reject al together
